See the attached. This is the opinion we have been waiting for. It says the Executive does not have the authority to convert the Health Insurance Alliance (dominated by the insurance industry) into the health insurance exchange.
This has been the position of advocates all along.
I have also attached a proposed response from HCFA. Would like to get feedback, especially from you media wise folks. I suggest we send it Wednesday morning. Can somebody help with releasing it?
